The CEGP, Dormant Assets, and Pathway Fund

Pathway Fund is now open to funding applications from social investors and intermediary organisations.

  • This follows confirmation that Pathway Fund will be receiving £12 million from the Government. This £12 million is part of the £87.5 million allocated to the social impact investment sector, through the Dormant Assets Scheme.

Between April 2025 and July 2025, Pathway Fund carried out a nationwide ‘Regional Listening Series’.

  • This saw us travelling and running open-invite consultation events, in each of the country’s established strategic mayoral combined authority regions, speaking to the BEM stakeholders and social economy leads, within.

  • We did this to consult with the BEM-led social economy - and the wider sector - on the ways in which Pathway Fund could and should work, to catalyse the BEM-led social economy, in each part of England.

  • That consultation exercise saw us consider the ways in which Pathway Fund might use any funding, to support the development of the BEM-led ecosystem, in each region.

  • The consultation process, also supported the findings emanating from our pilot phase, which ran between November 2022 and May 2025.

  • The findings from the regional listening series, can be found, here. The findings from the pilot phase, can be found, here. Together, these doucuments have steered our 2026 - 2029 Strategy - ‘Investing in an Equitable Future’ - which can be found, here.

  • Crucially, there will be three investment waves. The first wave, which this funding relates to, will see intermediary organisations operating in the following srtategic mayoral combined remits, able to apply: the Greater London Authority; the Liverpool City Region; the West of England Combined Authority; the West Yorkshire Mayoral Combined Authority.

We are open to applications from BEM-led intermediary organisations.

Pathway is a social impact investment wholesaler. This means that we do not fund charities and social enterprises directly – we fund the social investors and other intermediaries that do. Once you have decided that you wish to apply for Pathway funding, you can download the relevant application form and application guidance from the documents below. 

Our Social Investment Committee (SIC) will look to meet once a month, in 2026.

Below is a list of Social Investment Committee meeting dates that are currently scheduled. These dates are provided for information only and are subject to change or cancellation.

We will be accepting applications between 2025 and 2029 (please see Investment Policy section 6.2 for further details on how we will allocate our funding over time). 

Widening access to the social investment market - and of course, social investment, itself - for BEM communities, lies at the heart of Pathway’s mission.

As a result, Pathway is keen to ensure that the application process, for the above, is as accesible as possible, for BEM social economy leaders, that may wish to submit an application for this funding.
